Josie Field, BS
Josie has been working as an educator for over 25 years. She has taught pre kinder children through eighth graders. Her focus during the last twenty years has been on early childhood. She has been a first grade teacher, kindergarten and pre kinder teacher, an early childhood center creator and administrator, a literacy mentor, and has managed literacy grants for the last five years.
Josie has been working for the University of Texas Medical School, Developmental Pediatrics Division for five years. She managed the Texas Education Agency “Ready to Read” literacy and language grants for over three years providing professional development for the grantees at liaison meetings, mentoring for grant managers and mentors at the 25 statewide grantee sites, and providing assistance to grantees in developing plans for implementation and improvements. Currently, Josie is the grant manager for the NICHD POWER curriculum research grant. In this capacity she provides training and mentoring to the target classrooms in the Houston area. These twenty six classrooms are implementing a research based curriculum with a strong emphasis on early literacy, math, and social emotional development.
Josie is a registered master level Texas trainer and has been providing training and professional development for over ten year to parents, teaching staff and administrators locally, nationally, and internationally. She has also provided over 1500 hours of direct instruction for the CDA credential during the last eight years. She has helped design curriculum for two agencies, done consultation work and product development in the field of early childhood, and written the bilingual book Lilly Goes to Head Start.
Pauline Monsegue-Bailey, M.Ed.
Pauline received a Bachelors' degree in History/Elementary Education from Mount Saint Mary College in Newburgh, New York and a Masters Degree in Curriculum and Instruction from the University of Phoenix.
Pauline has worked as a Manager and Education Specialist at First Christian School in Houston, Texas. She has also worked as an Education Services Coordinator for Harris County Department of Education Head Start in Houston. In terms of her classroom experience, she has taught pre-kindergarten / kindergarten and first grade for several years and has enjoyed all the fulfilling experiences that came with being a teacher. She is involved in writing training materials and developing instructional materials. Pauline has presented at a number of conferences and conventions across the nation such as NAEYC, Head Start, and TAEYC.
Pauline was the Project Managed for the IERI project which covered Miami, Columbus, Maryland, and Corpus Christi. She also works on various other projects. Pauline is also the Project Manager for various TEEM sites across Texas.
Layne Waxley, M.Ed.
Layne Waxley has been working as an educator for over 23 years. He has taught first through eighth grade. He has focused during the last fifteen years on early literacy and early learning. Layne's roles in education have included teacher, trainer, consultant, mentor/coach, program administrator and project manager and director. His most recent role at the Texas State Center for Early Childhood Development is focused on directing the Texas Early Education Model (TEEM) Project.
Layne has been with the University of Texas Medical School, Developmental Pediatrics Division for four years. He has managed the Texas Education Agency Head Start “Ready to Read” literacy and language grant for one year providing professional development for the grantees at liaison meetings, mentoring for grant managers and mentors, and providing assistance to grantees in developing plans for implementation and improvements. Presently, Layne is the project director for the TEEM Project grant. As such, he provides oversight and leadership for the 38 TEEM sites across Texas representing six project managers at the state level, 38 TEEM coordinators at the site level, and 120 classroom mentors working to implement the project at the direction of the Texas Legislature and the Texas Education Agency.
